Construction & Planning (C&P) is responsible for updating the Facilities Master Plan, development of the capital budget, facilities project design, public works contract administration, and construction management. Design is normally accomplished through contracted architectural-engineering services via competitive selection through requests for qualifications or from an established consultant services roster. Execution of public works projects is similarly accomplished through competitively awarded contracts, mostly following the traditional design-bid-build model. C&P also provides engineering support for operations and maintenance activities.
